Top down racing in its pure form. It got a little boring in the long run, but was always a challenge and great fun to play.
I had this sitting in my unplayed queue for quite a while and decided to dust it off and take it for a spin. It's 10 years old? It runs great on my now somewhat-dated gaming rig.
Turns out it's a fun little racing game. Kind of a mashup of Trackmania's modular tracks with a Burnout Paradise City map layout, where the tracks are constructed from various stretches of roads and intersections in the city (that's the extent of the Burnout PC comparison). As you play you begin to familiarize yourself with the layout and its various tricky corners, which you may encounter in a similar or different context in another race.
There's a good amount of vehicles to earn, upgrade and customize (with a very generous number of custom paint jobs to choose from). The career mode is challenging and earning prize money to buy new cars and upgrades is satisfying and well-paced. In addition to the prize money you earn, there are a ton of periodic milestones during career mode which give you plenty of cash to keep you competitive in your current competitive tier and experiment with new vehicles until you are able and ready to advance to the next difficulty level. These tiers are separated by your car's performance rating, a sum of its four basic stats (power, handling, grip, nitro), and you can either buy a new car which is already ranked for that tier, or upgrade a lower tier car to meet the performance level requirement. It is recommended to clear all of the challenges of one tier before progressing to the next, but you can always return to the lower ranked races as long as you have a car that is rated for that bracket.
The racing is very arcadey, not particularly realistic but between throttle, brakes, e-braking, steering and boosting, you have all the control you need. Works fine with a standard controller. Steering is a bit overdriven for analog stick and there is no adjustment for the sensitivity, but that is the way it is designed to play and you get used to it quickly enough. The cars are very slippery around corners which lets you have some fun with brake drifting. It kinda does feel like you are racing RC cars through a miniature city; rather than realism it has a distinct feeling of simulacrum, with its own simplified rules of physics which makes it easy to understand.
The overhead view is fine and gives RC Pro-Am vibes, but you can select other camera views, and I prefer the follow cam which allows you to play it like a proper arcade racer a la Outrun etc.
All in all, a fun package with a decent amount of content. I now find myself returning to it often for some quick racing action. It even still seems to be spitting out daily challenges, has multiplayer (don't expect much from public matchmaking at this point though), and a free roam mode that lets you explore the combination of all possible routes through the two available cities. It's super cheap, runs on a potato, and it is what it says it is. If you are reading this in this decade, it's probably even on sale, get it.
