Power Tools VR is less of a game and more of a demo/sandpit where you're stationary by a bench with some tools and there's a big concrete block. You can use the tools to hammer/chip away chunks of the voxel concrete block to make sculptures. This is made slightly easier by the fact the developer didn't bother doing physics properly, but on the other hand that makes this a pretty lousy non-game/demo.
For those unfamiliar with what actually makes something a game, a "game loop" describes the interaction and feedback a gamer has when playing a game. Tetris, for example, has a game loop where a random block appears, the gamer interacts with the block to position it, and then the game decides if that finishes a row or not, increases the players score if any rows were completed, then gives the gamer another block to position. Counter-Strike has a game loop where a player seeks another player, tests their skill against that player by shooting them or being shot, the computer rewards the player if they win, and then if the player survives, they repeat that loop. There's no loop here, no true interactive feedback. It simply is not a game, it cannot be "played".
This seems to have been made a VR exclusive to prevent any comparison with non-VR 3D games, a comparison that this game would fail very badly at. Developers must learn that while VR is great, if the only thing that makes the game great is the VR, then the game isn't great at all.
The poor quality of this software is reflected by how many people spent time with it. At the time of this review, SteamDB shows the all-time peak player number was only 2 players. This is a remarkably low number, and now, the only player activity occurs once or twice a month, presumably someone loading it up to see what it is then quickly uninstalling it. Considering there's over 120 million gamers on Steam and well over 50,000 games for gamers to choose from (over 9,000 completely free titles), the overwhelming lack of interest in this low quality software is to be expected.
Power Tools VR is relatively cheap at $2 USD, but it's not worth it. Given the defects and quality issues with the software, coupled with the unrealistic price, this is impossible to recommend.

I would sin for this game
We can all agree it’s more fun than cutting your arm off with a chainsaw IRL! The good: It runs smooth and stable, has a handful of neat tools to use, and all the basic features to make it playable. The bad: There’s not a ton of fun here, or challenge/inspiration to keep playing it. I played for 20 minutes, and believe I’ve seen everything it has to offer. Might be a hit for little kids who are big into power tools but can’t play with them IRL. Not a great VR sculpting tool – I have other titles that I prefer for that. Still, I got it on sale for $0.80, and it’s better than a sugary candy bar from the vending machine. I support the devs on a decent attempt to build something neat. Thumbs: UP!
Hey this is pretty neat and worth it on sale but not at $10. Basically you have a variety of power tools to select from and a variety of either primitives or voxel based models to choose from, you then use the power tools to remove or add things to the model.
So it's essentially a voxel modeling tool where power tools are the brushes, really neat.
Experienced on the Oculus Rift with Touch Controllers
If I had paid the normal retail price of $9.99 USD, I definitely would have given this app a thumbs down review. However, I only paid .99 cents during the Steam Winter Sale 2018 and enjoyed it, warts and all. I think it's actually a good deal at that price as long as you're okay with the limitations of the app.
And although the app is limited, there is no limit to the artistic talent you may have to create a masterpiece from a voxel cube with less than ideal tools. You have several tools at your disposal including a chainsaw, drill, jig, jackhammer, saw, and paint gun, etc. Unfortunately, none of the tools are as precise as you'd think they'd be and just like real life, there are no take backs. Any mistake you make will live forever in your work of art or until you quit the game or reload.
Just forget about real-world physics, this ain't it. That's okay for me at this sale price. There's also some clunkiness and some features that don't work. The most notable feature is that although there is a load and save system, I couldn't get it to work. That's a real shame if you want to spend time creating your masterpiece, knowing that in the end, you can't save it and it'll be gone forever, existing only in screenshots.
The chainsaw was also very difficult to use. What I figured out is that you have to put your offhand on top of the chainsaw and grab that to control it. Even then, it can be very unwieldly to use. You really only use it to destroy in the end. That's another missing feature, although it says on the menu you can delete blocks, I couldn't get that to work. So you're stuck with any block you spawn. You can spawn a block of various shapes or premade pumpkin shape, motorcycle, metal fence, trees, or sign post ... very random stuff for some reason.
There is no locomotion, but you can pretty much work in standing room although room-scale would obviously be better. Items are easy to grab, put in the air, rotate. Although, it's easy to grab the wrong item that are near each other and it seemed with the chainsaw, you could easily grab that and the block you're working on.
Sale Price Rating 6.5/10. I had fun. I definitely think someone with talent can create something beautiful. If you want to see my artwork, just look below.

Is this demo fun? A little. Is it worth six dollars? Absolutely not - and thats supposedly on sale.
You could get, maybe three minutes of enjoyment out of this. What you see is literally all you get.
Don't bother.
