I wish Steam honestly had a Yes/No/Mixed Option rather than one or the other, as it makes games hard to suggest to people.
To start though, I treat the WRC games as what they are, a 'series'.
Every WRC game since WRC 2 has always varied and had different physics, drive, flow to it, speed, and feel. This has never changed, and has NEVER stayed consistent throughout the series, which is what makes every other WRC interesting.
That said, KT Racing, or Kylotonn didn't make very good WRC games. They're often critiqued as the worst in the series lineup due to how inconsistent they are. Their physics in one game can totally change from vehilcle to weather. They've never been consistent at all...
WRC 8 isn't bad... let's just clear that up from the start.
I think rough around every edge, fast, and weird best describes this game. As it has a really strong layer of arcade, sim, and frantic gameplay to it. You're on the edge at all times trying to manage things.
WRC 8 isn't fast paced like the games of Milestone WRC were. It's a game where you can be extremely fast, though you'll pay a price. Especially if you use a lot of the realistic damage settings, the damage you receive from tumbles, casing a jump too hard, bottoming out, and more do more than they would on something like DiRT Rally. I'd call it very similar to the Sebastien Loeb Really Evo game, where small clunks do weirdly severe damage on its most realistic of modes.
Where WRC 8 gets things wrong though...

These elements are poorly done. Very, in fact, they're bad enough to the point of being insufferable.
Simulation Is done decently, to simulate a fantasy WRC Team experience. Though it catches elements where you question why you're trying. As once you've played the game hundreds of times over, or completed objectives, the game throws you objectives that sometimes aren't relevant to races ahead, training experiences that cap out and don't reward you, or recruiting a team member that's lower level just for the prevention of wear and tear on other team members who you already have to serve that objective.
Management is tacked on really... It's an element added on to occupy empty space in the game. Especially in terms of repairing the car, as even if you turn off the realistic damage model, run a very smooth and clean race. The game demands you to spend money to repair something that becomes artificially damaged.
Then there's the team management that just lacks and gaps... Even if I have three Weather Specialists, the game is always demanding I hire another without any given reason. Um, no? I've got enough to rotate through throughout a season, I'm good.
R&D resets. Why wasn't this incorporated? I don't like carrying over R&D from one team to another. It'd make sense that it should reset, as I'm on a new team next season. So why are we doing it this way? It just seems backwards.
Task reliability sucks as well, falling next to the issues I mentioned with simulation, they fall into each other.
If you're someone like me who likes to play a game over and over, you'll play through several seasons to really get full enjoyment out of the game. I don't think this game is prepared for that.
As you get through about 4 seasons, and let's say you choose to stick to JWRC. As you progress through that tier of WRC, you'll be given numerous tasks. Sometimes the game will give you tasks that apply to a previous team you were on and suddenly becomes impossible to complete.
This becomes an issue especially as the teams goals for every season is often times based on the games very generic RNG system. So you can end up with tasks you've already done.
Tyre Compound is a joke... So long as a track isn't wet, you can make any compound work anywhere. Apart from when you get to snowy events, where compound actually seems to matter.
It's a sad system.

If you plan to buy the game, it's fun. It has it's moments. Though the game makes you wonder how good it could've been if more thought, effort, and time were really and truly put into it. Especially given its several missing pieces that only needed a minor patch to fix.
Buy it? Hard call. You've gotta decide if you can deal with the issues.
I'd say only if you can get it dirt cheap.

But, It has a saving problem...
To save your progress in career, you should restart the game after finishing each race!
