I was one of the top players in the American rankings for this game and one of the first people to finish it on the PS Vita. It's not the best Neptune franchise action game because the story is one of the worst. It's an action game though, so I can cut it some slack.
The fighting is adequate, but it isn't as satisfying or responsive as Action Unleashed or even Goddesses Online.
If you liked Action Unleashed you might just like this one too. Just don't play it for the story. You'll be sorely disappointed.
Action Unleashed is the best Neptune action game in my opinion, so buy it instead.

Zombie theme is whatever and annoying and the plot doesn't really exist.
Mash up some zombies with repetitive button bashing.
Good game to turn your mind off to. Wouldn't pay more than a couple bucks for, though.
Decent game only handicapped by the Uni x Nepgear Yuri Sex Scene being an hour long as opposed to the 5 hours I anticipated it being.
The story is boring and bad, gameplay is not great either until you "get" the timing of your own combos to evade away from the enemy, then it becomes trivial. It became bearable once I unlocked Plutia at chapter 9 but that's Plutia cuteness carrying out the whole thing.
Honestly I wish the credits animation was the whole thing, that looked way more fun than the regular game and the implied plot of rescuing Ram & Rom sounds far better than whatever we got.
Enemies are braindead, but due to how clunky the combat feels thats probably a bless, the final boss is a joke I don't think I got hit once by him, I felt like he wasn't even targetting me.
Edit: Just went to check if it wasn't nostalgia but U Action plays WAY better than this one, what the hell happened at Tamsoft?
Not as good as Neptunia U. And the story is the most ridiculous and boring out of every other game in the franchise. If you want an action Neptunia game, play U instead.
Hyperdimension Neptunia U: Action unleashed was better.
