No tutorial for a game in one of the most complex & impenetrable genres ever created. UI is terrible; it looks bad, it functions poorly, I have no idea what I'm supposed to be doing, keys are not rebindable, edge scrolling cannot be turned off.
Trash. If you add political factors to a game, you will spoil it. Paradox not only do this, but also never listen to players. If you buy this game, you can do nothing, including refund, when Paradox add something you don't like to it. Paradox Interactive should close down.

Difficult to figure out but interesting
This game has far fewer economic components to it than Vic 3 which a plus in my opinion.
I picked up this game because I love Victoria II and wanted to explore the series's roots. Unfortunately, it has not withstood the test of time. While I’m sure this game holds value for those who have played it before and feel nostalgic about it, it is severely outdated and extremely inaccessible to newcomers. I do not believe it is a bad game, but if you haven’t played it before, I suggest avoiding it and sticking with Victoria II or Victoria 3.
